MINUTES OF PREVIOUS MEETING:
The minutes of the meeting held December 2, 1998 were approved. Motion by Rosemary Mundigel, seconded by Dave Saw.       Motion Carried

REPORTS
Regional Director

The following are highlights from the Provincial Board Meeting held January 30-31, 1999. See attached for a more detailed breakdown:

Business arising from October 23. 1998 meeting:

  • two-hour rule and dequalifying criteria for "S" status - tabled
  • move to return to club aggregate points at Provincials - defeated
  • move to return to individual aggregates at Provincials - defeated
  • move to tighten the winter maintenance wording re: "any coach running a workout or stroke correction session" to include anyone who has past or presently received payment for or worked as a swim coach - defeated
  • move to create an "0" category III - passed
  • there were changes to the rule book [see handout and Board meeting notes]

Regional duties for Provincials 1999:

  • printing heats and finals pool security (coordinate) • supply and prepare deck food parking

Miscellaneous:

  • bids for the Provincials 2000 are due March 31, 1999
  • Club affiliation fees of $50 are due by April 15
  • registration fees will go up from $21 per swimmer to $22
  • there is a new Club - the Pender Island Otters
  • there are new rates for advertising in Wavelength [handout]
  • Trudy Hubbard (Tel. 660-6984) works for the Gaming Commission (and is also a swim family) - she will help anyone with advice
  • BC Summer Games 2000 - Victoria, July 27-30

 

Motions:
There is a full list of motions and their outcomes in the attached Board meeting report.
Rosemary Mundigel has had to tender her resignation as the Regional Director of Officials due to a commitment to the Provincial Meet Board. Could all clubs please check with their membership for a replacement. The next Regional Director of Officials meeting will be at the BCSSA office on February 20/21.
There will be a Mel Zajac Swim Camp on the weekend of May 22/23, 1999 [see handout]. Assistant

(Please note: the timing system account balance is wrong and should be less $2,500, ie., $4,500.53). We need one more pad for the timing system, Don Roberts reported that an Omega paid would be about $1,400, plus the printer needs looking at - Jim Lindsay, a CP technician could do this for approximately $400, plus miscellaneous work for another $500. (See Motion 1). A copy of the budget for the 1999 Regional Championships was handed out.
Registrar

There will be a Club Registrars' meeting on Wednesday, March 24 at 7:30pm at the Ladner Leisure Centre, please let Winnie know if Registrars cannot make it. Winnie sent changes of all the Clubs' data base and has only received back White Rock's so far. Discussion regarding the registration fee (see Motion 2).

Director of Officials- No report.
Secretary
Received an Executive list for the Delta Diving Club. A copy will be distributed with the minutes. Still waiting for Crescent Beach Executive list.
Coaches' Representative - No report.
Water Polo
No representative for water polo. There are new age groups [see attached Board meeting notes attached.
Diving
No representative for diving. There are new diving rules [outlined in Board meeting notes].
Synchro - No report.
Clubs -
Boundary Bay All the coaches are hired for the 1999 summer season. Winter maintenance has 60+ this session, with 12-14 divers. The fees are set and registration day is March 6 at Winskill. There will be a Stroke and Turn Clinic on Sunday, March 7 from 4-6:00pm at Winskill - all Clubs are invited.
Cloverdale Have hired two coaches for this year; winter maintenance going well.
Crescent Beach No report.
Ladner Registration day for returning swimmers is March 6, with March 27 for new ones. Have three coaches lined up and are still working on the Head Coach position.
North Delta Registration at the end of February for returning and April 18 for new. They have 100 swimmers in winter maintenance. Four full time and five part time coaches have been hired, with Dana Harvey staying on as Head Coach. What will be the dates of the development and full meets hosted by our region and what will the deadlines be?
Richmond Second half of winter maintenance is under way. March 23 is AGM. Eric Gottardi returning as Head Coach, looking for 1 more coach.
Surrey Surrey Quad Meet will be on Saturday, May 29 (a change from the Sunday). The A/B Meet will be July 3 1/August 1. Don Roberts is the Meet Manager and will be sending out invites at the end of the month.
White Rock On July 10 and 11 they hope to host a Pentathlon Meet, venue unknown. There will also be the 3rd WRASA Annual Mini-Meet on Saturday, March 6 - 3-6:00pm - this meet will count as one hour of winter swim. (See Motions 3 and 4). About $8,500 was made on selling Christmas trees - it was the best fundraising event they had done.
Delta Diving No report.

  • BCSSA Auction will be April 16, 1999 at the Shadbolt Centre - tickets $55 each -DONATIONS FROM CLUBS PLEASE (hopefully the community where the Clubs are).
  • Sport BC are presenting a workshop called Safe Steps, a seminar on volunteer screening process for recreation and sport - Tuesday, February 23 9:30am - 4:00pm at Sport BC, 1367 Broadway, Vancouver - cost $30.
  • There are 20 sets of "shrunken" rule books if anyone is interested in buying them.

Notes from Provincial Board Meeting
Jan. 30-31, 1999

Business Arising From October 23, 1998

  • Two hour rule and dequalifying criteria for ‘S’ summer status. No report.
  • Move to return to club aggregate points at provincials. Defeated
  • Move to return to individual aggregates at provincials. Defeated.
  • Move to tighten the winter maintenance wording re: "any coach running a workout or stroke correction session," to include anyone who has past or presently received payment for, or worked as a swim coach." Defeated.
  • Move to create an "O" Category III." For 1999 season. Passed.
  • Move that the following changes be made to the rule book:
    • Section 2.5 of the rule book: Replace the last word "disqualified" with the word "scratched." The rule will now read, "Once an alternate is called, the listed qualifier is scratched." Passed.
    • Section 3.3a: Delete "the hands must be at a level above the height of the blocks (or edge of the pool)." Passed.
    • Section 5c: Delete "and both shoulders shall be in line with normal surface of the water." Delete "the shoulders shall remain on the horizontal plane until the touch has been made." Passed.

VP Competitions
Planning for Provincials 1999 well underway. Meet package to be ready for April board meetings.
Regional duties for Fraser South.

VP Officials’
Next meeting for Regional Directors of Officials, Feb 20-21

VP Administration
New ideas for Web site, some are in place others coming.

VP Marketing
Looking into multi level marketing.
$500-800 required to look into a non-profit tax number for BCSSA. Approximately $10,000 required to complete registration.

  • Office to look into cost advantages of spending the required funds, before any money is spent.
  • Office to look into affiliating with other sport orgs.

Registrar
Club Affiliation Fees due by Apr. 15. ($50)
Software committee to look into software updates or replacement.

VP Finance
Proposed Budget for 1999-2000

  • Increase of registration fees from $21 - $22 (Mostly to compensate for Provincial Swim Meet)

VP Member Services

  • A guide to development & Operation of A Competitive Swim Club in available from the office.
  • New Club – Pender Island Otters.

Secretary

  • New rates for newsletter.
  • Next issue of newsletter due May 15th. Feel free to send in articles.

1999 Coaches Conference (you should have your invites)
Coaches felt they should not sign code of conduct if they do not have a club contract. It was pointed out that since they have to be registered it is a requirement that they sign codes of conduct.

Regional Directors’ Reports
Cariboo – New Prince George 50 metre Pool opened in November, going through deficiencies with facility managers. Possibly no deck space for major swim meet. No bleachers. One Team not receiving applications for Head Coach.
Fraser Valley – smaller clubs having trouble finding affordable head coaches. Teams trying to put together a list of Coaches salaries. City of Hope, doing winter maintenance. Hoping to have a summer club.
Kootenay – Trail/Kimberly may lose outdoor pool.
Okanagan – Teams having trouble finding quality coaches.
Simon Fraser – Coquitlam to apply for 2000 Provincials.

Presentation – Swimco
Team and Regional Swim Suit colour co-ordination. (See attached folders)

Update – Gaming Commission
50/50 draws, car washes, etc. should have a ‘B’ license, unless you use ‘by donation’ and ‘skill testing question’ in advertising.
