MINUTES OF PREVIOUS MEETING:
The minutes of the meeting held July 8, 1999 were approved. Motion by Joan Angrignon, seconded by Dave Saw.        Motion Carried
ADMENDMENTS TO PREVIOUS MINUTES:
None
CORRESPONDENCE: 
A letter was read out from Gail Nchols relating to the Fraser South Regionals 1999. A copy of Gail's letter, regarding suggestions for future Provincials, will be forwarded to Coquitlam by Margaret. Gail also stated that manual times on watches should now be rounded up to 100ths of a second instead of tenths.

No report for this meeting.
Assistant Director
There are a few things to look at for next year's Regionals.
Registrar
The BCSSA cost for new winter maintenance swimmers will be $11.00. Club Registrars' meeting will be held on March 15, 2000 - will confirm time and location at a later date. Winnie also needs a copy of every Club's executive lists - fax to: 946-3104.
Director of Officials
Gail Nichols will act as Director of Officials during the winter months, then Debbie and Gary Payne will take over. Gail has old official lists for the Clubs, they have not been updated since 1998. Each Club to take them to their Directors of Officials and update them. There will be a Meet Manager clinic some time in November, let Gail know if anyone interested - 275-1851.
Treasurer
1999 Regional Championships [see attached]. There is $898 to add to $8,952.00 regional entry fees. The final pool bill has still not been received for pool rental/meeting room (these were accrued). There is still fees outstanding of $721 for Delta Diving and Water Polo from a previous regional championship (not the same Delta Diving that we now have in our Region). [See Motion 1.] Crescent Beach spent $394.89 over and above their allocated $500 for officials’ food for Regionals [see Motion 2]. Margaret suggested a letter go out with the cheque explaining that the policy will be firm for next year - maybe ask for donations of food from clubs. Judith to write up a letter to bring to the next meeting.

Secretary
Executive lists are needed as soon as possible for circulation to all clubs. So far Judith has lists from Surrey, White Rock and North Delta.
Coaches' Representative
The coaches have a few motions to take to the Board meeting in November. They will move to remove the Cat 3 for ‘O’ swimmers and implement a 17 and older Div. 7 ‘S’ and a 17 and over Div. 8 ‘O’ allowing Div. 7 swimmers to swim on Div. 8 relays. Water polo - change the rule to allow people who are a coach on a senior team to play as long as another coach is on deck to coach. Colleen is waiting to get the regional relay plaques before giving out the regional relay medals.
Water Polo
Bob Munro reported that there will be a new water polo club at the new Fleetwood Centre.
Diving - No report.
Synchro - No report.
Clubs
Boundary Bay Winter maintenance started. Had their AGM. (Judith reported in John’s absence).
Cloverdale No representative.
Crescent Beach No representative..
Ladner Their AGM will be in November. Started winter maintenance, small attendance. Parent surveys went out - regarding Regionals, parents said they liked being at the back near marshalling in the parking lot, could it be roped off again, it worked well; food preparation area was unsupervised, Crescent Beach was in charge of this area. Surveys worked well - coaches were rated.
North Delta No representative.
Richmond Andy and Rosemary thanked everyone for the help at Provincials. There will bechanges to their Icebreaker Meet to be held June 3/4, 2000 - they may cap it and do aggregates. Development Meet will be July 12. Lots of people in winter maintenance, not enough pool time, have a masters program. Had AGM, about half are new. The video Andy did of Provincials will be made available at a later date. Rosemary commented on the hard work from Richmond parents maybe next time Provincials are held in our region, the host club could pull more from the regional clubs. Both the management at Riverport and Watennania were pleased with the championships. Margaret thanked Richmond for all of their work.
Surrey Had AGM - they are minus a President at the moment. Winter maintenance up and running, three days a week. Dates for meets:- Quad Meet, Sunday, May 28; Development Meet, Wednesday July 5; Surrey A/B Meet, July 29/30.
White Rock Had AGM, four new members of the executive. Everything's going well; there was positive feedback for Regionals and Provincials. Had a great wind-up party. 55 swimmers in winter maintenance.
Delta Diving No representative.
NEW BUSINESS
  • Water Polo Exemptions - The Provincial Board meeting is in November and the Water Polo athletic camp is in October, they need the exemption ahead of time. A letter was received from BCSSA that each region should vote on the two-hour rule exemption. Motion by BCSSA, seconded by Craig Slater - "That an exemption be granted from the two-hour nik, for the Athletic Camp for Water Polo in October". Motion carried.

  • Div 8 and Cat. 3- separate recommendation to the Coaches. [See Motion 3/4.]

  • Recording Manual time to 100th of a second - [see Motion 5].

  • Provincials 1999 - [see Motion 6].

  • Regionals 2000 - At the next meeting, clubs need to be prepared to discuss the venue for Regionals 2000. Watermania v. Bear Creek Park. Any recommendations for changes to the meet package.

  • Summer Games - The BC Summer Games will be held 28-30 July, 2000 at Crystal Pool in Victoria. There will be 10 boys and 10 girls from each zone. Letters will be going out directly to Club Presidents.

  • Regional Team Trophy - Ladner took the Provincial trophy until the next meeting. Fraser South won the trophy at Provincials for the first time in many years.

OLD BUSINESS
Relay PQT - Follow-up. Nothing was heard back from the Board meeting from last year. Margaret will take it back to the Board again in November.

    "That Fraser South pay the balance of $394.89 to Crescent Beach for the food fot officials, which was spent over and above the allocated $500."      Motion Carried
  3. Rosemary Mundigel (in Andy Hobbs absence). seconded by Craig Slater
    "That Div. 7 and 17 and over "S" swimmers, eliminate Div. 8, have Cat. 3 for 17 and over 'O' swimmers, with a clause stating that Div. 7 and Cat. 3 swimmers mau have the option to swim together on a relay."
    Amendment to the above Motion by Rosemary Mundigel, seconded by Colleen Sharpe, to read...
    "...with a clause that states that Div. 7 as an option to swim in Cat. 3 on relay events following the same relay rules as other divisions."      Motion Carried

    "That the BCSSA Board of Directors review their criteria for the 'O' categories."     Motion Carried

  7. NEXT MEETING
    For the next meeting, Gail Nichols would like to discuss hosting of swim meets in our region. Only four clubs out of eight host A/B meets. On December 1 there will be a Christmas meeting - think of a venue.
