REPORTS
Regional Director
There were some points to report back on from the Provincial Board Meeting held in October 1998.
  1. The Fraser South Region's motion (#3, October 7) regarding a Category 3 for swimming was tabled to the next Provincial Board meeting in January 1999.
  2. There were also motions presented for Water Polo and Diving to change age groups. Water Polo - up to age 11, 12 and 13, 14-16 and 17 & over (4 categories) - Tabled.
    Diving - moved to break the groups into three ages for competing at Provincials - Tabled.
  3. The Region's motion (#1, October 7) to accept the Delta Diving Club as a member of our Region was presented and Carried. The Delta Diving Club will become the 9th Club in our Region and will be affiliated when they pay the affiliation fees by April 15, 1999.
  4. The White Rock Mini-meet and the Richmond Kigoos Spring Camp were both denied exemption from the two-hour rule. Diving and Water Polo were accepted and exempted.
  5. Richmond's bid for the 1999 Provincials was received by the Provincial Board.
  6. The Region's motion (#4, October 7) regarding PQT's for relay teams was Tabled.
  7. It was decided to return to the small format for the rule books. Margaret Price has ordered some for our Region.
  8. There were two rule modifications for swimming. The Start - swimmers can now "dangle" their hands but are not allowed to touch the blocks until the "take your marks" command is delivered. Breast stroke - the shoulders can now be dipped and the hands uneven on the two-hand touch.
  9. Marketing Plan - A four section business plan (1998 - 2000) was handed out. Section 1 is an overview, Section 2 is what the Province should be doing to support the Regions and the Clubs, Section 3 covers what the Regions should be doing to support the Clubs and Section 4 states what the Clubs should be doing.
Assistant Director - No report.
Treasurer
Amelia will have a budget for the next meeting. The Diving and Water Polo groups have not paid for their provincial entry fees. The invoice for Watermania for Regionals was $2,800 ($200 more than expected). An invoice was received form BCSSA for $210 overdue from 1997 for "pinks and Blues" - will be paid.
Registrar - No report.
Director of Officials
There will be a Referee and Starter's Clinic on Saturday, November 7 an 10:30 am in Steveston Community Centre. Rosemary would like to get clinics going during the winter, please let her know and bring it back to the next meeting. We need more Clerk of the Courses in our Region.
Secretary
Judith is waiting for Executive lists from both North Delta and Crescent Beach.
Coaches' Representative
Colleen reported back from the Coaches' Meeting - the Coaches' representatives were asked to bring to their regions the question regarding Category 3. It was pointed out that it was our region who had taken the motion to the Board with a 6 in favour, 2 opposed and 2 absentions. Eric Gottardi's letter to Making Waves was written as Head Coach of the Richmond Kigoos, not as the Provincial Coaches Rep.

Diving - No report.
Synchro - No report.
Clubs
Boundary Bay The B4 Meet will be held on June 12/13, 1999. Registration day will be March 6, 1999. Voted that the Regionals be held at Watermania on the weekend of August 7/8, 1999. A recommendation was put forward that free daycare be provided to free people to become officials.
Cloverdale Had AGM on October 29, 1998 - new executive was formed. Winter maintenance going well with 30 swimmers. Donna asked if there is a policy preventing swimmers, delinquent in paying club fees, from moving to another club. No policy in place, but a Club could suspend the swimmer then both Clubs will be protected by the policy already in place by the Region regarding suspensions. Cloverdale also voted for Regionals to be held at Watermania on August 7/8.
Crescent Beach No report.
Delta Diving No report.
Ladner Vote for Regionals at Watermania on August 7/8. Registration day will be March 6, 1999 for returning members and March 27, 1999 for new members.
North Delta No report.
Richmond August 7/8 are good and voted for Watermania. At the Provincial Bid meeting last week committees were set up to do certain things. On Saturday, November 21 a member from the Provincial Board will be coming to look at Watermania with a view for Provincials.
Surrey Had a Halloween Dance fundraiser, probably broke even this year, but it was a lot of fun and hope to do it again next year.
White Rock Voted to go to Watermania on August 7/8. They will be selling Christmas trees, starting at the end of November, at King George Highway and 148th - this is a fundraiser, with help from the Kiwanis.

The Regional meeting on December 2, 1998 will be a dinner meeting at 6:30 pm at Giorgio's, 120th St. and 64th in North Delta.
