PROVINCIAL CHAMPIONSHIP
POLICY
INTRODUCTION
It is the objective of BCSSA to have each region field a team(s) at the BCSSA Water Polo Championships and that fair competition and sportsmanship prevail.
SECTION A - GOVERNANCE, CATEGORIES, DEFINITION (eligibility), REGISTRATION
1. Governance
Rules for the 2005 Provincial Championship Competitions.
All Provincial Championships are governed by the BCSSA in accordance with the By-laws, Rules and Regulations set forth by the BCSSA Board.
2. Categories of Play
Co-educational Provincial Championships will be played in the following categories:
i) P4: 16 to 18. Players born in 1987, 1988, 1989.
Players shall be within this age group as of Dec 31st, 2005.
(See Section B item 3(ii) for minimum composition.)
ii) P3: 14 & 15. Players born in 1990, 1991.
Players shall be within this age group as of Dec 31st, 2005.
(See Section B item 3(ii) for minimum composition.)
iii) P2: 12 & 13. Payers born in 1992, 1993.
Players shall be within this age group as of Dec 31st, 2005.
(See Section B item 3(ii) for minimum composition.)
iv) P1: 11 & Under. Players born in 1994 or later.
Players shall be within this age group as of Dec 31st, 2005.
(See Section B item 3(ii) for minimum composition.)
3. Definition
“Participant” in a Provincial Championship shall be understood to include players, coaches, referees, managers, volunteers and medical personnel.
4. Entry Format
i) Entries: All provincial championships, as indicated in Section A-2 are Co-educational categories. Teams qualify for Provincial Championships by regional play downs.
No fill-in teams will be allowed in the case where one or more regions are unable to field teams.
Entry forms must be submitted to the Director for Water Polo c/o the BCSSA office 205-2323 Boundary Road, Vancouver, B.C., V5M 4V8, not later than August 9, 2005 12:00 NOON (earlier where possible) (Appendix A-1).
ii) Fees: A ($325.00) three hundred and twenty five-dollar entry fee must accompany the entry form for each team entered. Any cheque returned to BCSSA for reasons of “non-sufficient funds” (“N.S.F.”) will be returned to the point of origin immediately and an additional fee of ($25) twenty-five dollars will be added to the entry fee.
iii) Team Rosters: The full names of all participants must be included on the team roster to be submitted to the Director for Water polo c/o the BCSSA Office August 9, 2005 (noon) or before if possible.
(Appendix A-2) All participants must be registered and in good standing with the BCSSA. Individuals or teams not abiding by this rule will not be permitted to participate in the Provincial Championships.
Copies of the team roster (maximum 13 players) for each game must be presented to the recording/official’s table 20 minutes before scheduled game time.
SECTION B - GENERAL RULES
1. Rules of Play
The rules of play for all championship categories shall be in accordance with the BCSSA Rules and Regulations.
2. Team Eligibility
i) In order to be eligible to participate in the Provincial Championship, club teams (other than as provided for in Section B6(i)) must be registered with a member club and BCSSA prior to July 11, 2005.
ii) A responsible adult/chaperone, other than the Head Coach or players, must accompany and be responsible for each team participating in the Provincial Championships. This adult/chaperone must be present at all Team Games.
iii) The Head Coach of each team is to be fully certified NCCP Level One or current Canadian equivalent.
iv) any coach who has coached a team during the season will not be permitted to play with that team.
3. Team Composition
i) Teams in all categories are permitted to select thirteen (13) players, all of whom must individually be properly registered with BCSSA and be collectively registered as a Member Team (Appendix A-2),
ii) The minimum team composition is seven (7) players (goalie included); three of whom must be girls, and three of whom must be boys. A minimum of three (3) girls/boys must be in the water at all times except as in provided in 3, iii of the Meet Package.
iii) If a team has only four girls/boys and due to exclusions was reduced to three (3) eligible girls/boys and an additional girl/boy was excluded from the game for three personal fouls or a misconduct. The team will play one member short with only two (2) girls/boys in the water.
iv) Alternates:
a. Each team may list (2) alternates on their roster. The same player may be listed as an alternate for more than (1) one team, as long as all other eligibility requirements are met. Once an alternate replaces a player on a roster, that alternate may not be used as an alternate on another team.
b. Once a player on a roster is replaced by an alternate, that player may not return to that team roster for the duration of that tournament.
4. Competitor Transfers
Intra-region competitor transfer: An intra-region transfer between two clubs within the same region requires approval from the Presidents or designates of each club. A transfer is initiated by the competitor and the Transfer Form must be completed. The receiving club registrar shall submit the Transfer Form to the Regional Registrar. If the transfer is within one region, the competitor does not have to pay any additional Regional or Provincial fees. Club fees are the responsibility of the competitor.
Inter-region competitor transfer: An inter-region transfer between two clubs and two regions requires approval between the club Presidents or designates and the Regional Director or designates. The Transfer shall be initiated by the competitor and agreed to by the home region prior to communicating to the second region. The transfer form must be completed and the receiving club shall submit the Transfer Form to the Regional Registrar. If the transfer is between regions, the competitor does not have to pay any Provincial fee but must pay any designated regional fees of the new region to the club registrar who in turn forwards the fees to the Regional Registrar. Club fees are the responsibility of the competitor.
Competitors may not transfer between clubs after the Monday preceding the second Thursday of July.
5. Specific Aquatic Assignments
A competitor may become a member of a second BCSSA club in order to compete in a specific aquatic activity not offered by the home club or the home region. (This is based on the tenet that BCSSA supports and gives priority to the development of each aquatic activity within the competitor’s region). When registering competitors for the specific aquatic sport, the second club shall indicate the name of the home club on the second Individual Registration Form.
Intra-region competitor assignment: An intra-region assignment is when a competitor wishes to participate in a BCSSA aquatic sport not offered by the home club. This assignment is initiated by the competitor and the assignment form must be completed. The home club would retain the necessary paperwork and indicate the competitor’s assignment. If the assignment is within one region, the competitor does not have to pay any additional Regional or Provincial fees. Club fees are the responsibility of the competitor.
Inter-region competitor assignment: An inter-region assignment is when a competitor wishes to participate in a BCSSA aquatic sport not offered by the home club or home region. This assignment requires written approval from the two clubs involved and the Regional Directors. This assignment shall be initiated by the competitor and agreed upon by the Regional Director prior to communicating to the second region. The assignment form must be completed and the competitor shall submit the form to the receiving club’s registrar. If the assignment is between regions, the competitor must pay any designated regional fees of the new region to the club registrar who in turn forwards the fees to the Regional Registrar. Club fees are the responsibility of the competitor. When a competitor competes with another club for a specific sport that is not offered by the home club, the home club submits the registration.
For Provincial Championships, Competitor Transfers/Specific Aquatic Assignments will not be permitted after July 11, 2005.
6. Player Eligibility
Player eligibility rules will be defined by the BCSSA Board. A player must be eligible to participate in BCSSA Water Polo on the BCSSA member team registration date.
A BCSSA player can only participate in water polo activities during the competitive season that have been approved by a BCSSA Standing Committee which includes; the Provincial Water Polo Director and two Regional Directors, as appointed by the President.
The following are ineligible to play BCSSA Water Polo:
1) Athlete not registered with BCSSA.
2) Athlete who is registered in the wrong age category.
3) Athlete under suspension due to brutality.
4) Athlete who has played with a BCWPA selected club team at any of the following events will be deemed ineligible:
a) Provincial Senior Championships
b) National Championships – Youth or Junior
c) Any Senior Tier I Tournament – Includes any CNWPL games
d) Any individual attending a Water Polo Canada’s National Team Training or Selection Camp (Youth, Junior or older).
e) Participation on a Water Polo Canada Youth or National Team.
Note: A selected team also includes BCWPA club teams if they have attended one of these events.
If there is doubt about player eligibility, please contact the BCSSA Office/Water Polo Director prior to the Game/Tournament, or contact the Meet Manager BEFORE the player or players enter the water.
This exclusion of elite players is based on the tenet that BCSSA water polo is developmental in nature and increased participation is to be encouraged. It further recognizes that elite level players have adequate alternate opportunities for both training and play through National and International competition and other summer programs.
7. A player may appeal to the BCSSA Water Polo Director for permission to return to BCSSA Water Polo after attending Youth Nationals formerly Juvenile Nationals and/or a Water Polo Canada Camp once, and sitting out for a period of one year.
8. Regional Selection
i) Where there is one club registered in a region and other clubs within the region having Water Polo Players, the Regional Director or the Director of Water Polo can allow the amalgamation of those players under one club, for participation at Regional Championships, as a second team within the region.
ii) Any region with more than one team registered, in an age category, must have a play off for that category to determine a representative for that region at Provincials.
9. Duration of the Game
Each game subject to scheduling constraints, is expected to consist of four (4) quarters for seven (7) minutes running time with two (2) minute intervals between periods. If there is only a 2-point score differential with one minute remaining in the game, the last minute will be played in stop time. Any variation from this format will be communicated to the coaches prior to game time. [NB The clock is stopped whenever the referee calls for the ball to be removed from the pool.]

13. Pool Specifications
The playing area for each Provincial Championship shall be in accordance with BCSSA Rules of Water Polo, Section III section 1.A..
14. Competition Format
Unless otherwise indicated and approved by BCSSA, the normal format shall be a round robin when 3 to 5 teams enter. If possible, teams will play a maximum of 3 games per day. All teams will play a minimum of four (4) games. (Appendix D)

16. Vetoes
No vetoes, pertaining to referees, shall be permitted during the Provincial Championships. Referees are assigned wherever possible on the basis of geographic neutrality.
17. Protests Refer to Rules and Regulations Section 11.A and 11.B

19. Brutality/Misconduct/Disrespect Refer to Rules and Regulations Section 10
20. Forfeits/Defaults
i) Any team which forfeits a game will lose by a score of 7-0. Additional action will be based on a review of the circumstances by the Discipline Committee.
ii) If all girls/boys from one team are excluded from the game, the team will forfeit the game.
iii) A forfeit occurs when less than six (6) members of a team are present at the start of the game, or when an ineligible player is participating, or if a team does not have three (3) members of each sex to start the game.
Note: Teams that do not satisfy the minimum player requirements 5 minutes after the scheduled game start time will forfeit.
Note: A forfeit will result in a score of 7-0 for the winning team and 2 points towards standings. 0-7 against the forfeiting team and 0 points toward standings.
21. Selection of Game Referees
Referees for all games shall be appointed by the Referee-In-Chief.
Referees for medal-round games shall be selected by the participating coaches, with the gold medal game receiving priority.
If no consensus can be reached by the two participating coaches in each of the medal-round games, referees will be assigned by the Referee-In-Chief.
22. Water Polo Caps
If a bathing cap is worn under a Water Polo Cap, it must be the same colour as the water polo cap.

24. Articles Causing Injury
Prior to taking part in a match, the players must discard all articles likely to cause injury.
The following objects are not permitted:
Ý rings Ý eye- finger glasses
Ý necklaces Ý long or toe nails
Ý earrings Ý Swimming goggles, including prescription goggles
Soft, safety and prescription glasses are permitted. Other objects not listed here will be examined by the officials before the tournament begins.
SECTION C - GENERAL INFORMATION
1. Pre-Competition Meeting
BCSSA will organize and conduct a pre-competition meeting for coaches, officials and team personnel. It is the responsibility of each team to ensure that a representative is in attendance.
The following agenda items will be discussed at the meeting:
· Schedule
· Protest Committee
· Competition rules
· Verification of team rosters
· Tournament procedures
2. Championship Awards
BCSSA shall provide and present medals to each player/coach on the gold, silver and bronze medal teams. A maximum fifteen (15) medals per team will be provided.
SECTION D - RESPONSIBILITIES
1. BCSSA
BCSSA shall ensure the following:
i) That all teams have paid the entry fee by the deadline and that all players are registered members of BCSSA and eligible to play.
ii) That a competition Referee-In-Chief is selected.
iii) That all referees are eligible to referee, and coaches are registered with BCSSA.
iv) That a referee schedule is compiled at the discretion of the Referee-in-Chief.
v) That the host organization and all participating teams are provided with a competition schedule as soon, as is practical.
vi) a) The ball used for all 11 & U BCSSA competitions shall be the Mikasa #6008, #6608 ball or equivalent.
b) The Mikasa #6009 ball or equivalent shall be used for all other age groups.
vii) That a minimum of three (3) minor officials are provided for each 16 to 18 and 14 & 15 game and two (2) for each 12 & 13 and 11 & Under games. Minor officials are not permitted to work more than three (3) games in succession.
viii) That an adequate swimming area is provided for team warm-ups prior to the start of each game, where possible.
ix) That official closing ceremonies are included for each competition.
2. Club/Team
a) Responsibilities
The club/team attending a Provincial Championship shall ensure the following:
i) That the entry fee is paid directly to the region and forwarded to BCSSA on or before August 9, 2005 (noon).
ii) That all players are registered with BCSSA.
iii) That a completed Provincial Championship Entry Form is submitted to BCSSA by the same date as indicated for the submission of the entry fee (Appendix A-1).
iv) That all Provincial Rules and Regulations are maintained and adhered to and that the club/team is in good standing with BCSSA.
v) That all expenses incurred by the team are paid for by the club organization.
vi) That all players adhere to the Player Code of Conduct.
vii) Release forms (Appendix C) are fully completed and provided to the Director of Water Polo / Minor Officials’ Table before the teams’ first game.
viii) Each team must provide, at its own expense, a minor official for each game (who is expected to be on deck ten (10) minutes prior to game time) and a responsible adult other than the head coach or player who will be responsible for the team.
THE CLUB/TEAM ATTENDING A PROVINCIAL CHAMPIONSHIP IS RESPONSIBLE FOR PROVIDING ITS OWN WATER POLO CAPS AND PRACTICE BALLS.
b) Sanctions that may apply:
i) Removal from area of competition.
ii) Loss of game(s) 7-0.
iii) Non-acceptance of entry.
iv) Forfeit of entry fee.
v) Cannot participate in the medal round.
vi) Other sanctions may apply.
The following are some specific sanctions, which will be applied against the following infractions:
i) A team which drops out, after the deadline. The following sanction will apply:
Ø forfeit entry fee.
ii) A team participates in a game with a non-registered player (not part of the BCSSA membership listing); the following sanctions will apply:
Ø A non-registered, or otherwise ineligible, player(s) cannot take part in any game(s).
Ø A team using or having used non-registered player(s) shall lose by a score of 7-0 for each game.
Ø A team using or having used non-registered player(s) further sanctions may be imposed but not limited to the following:
· Suspension from the tournament
· Suspension for a period of one year
· Fine
· Disciplinary Hearing
iii) A team participates in a game with an ineligible player(s); the following sanctions will apply:
Ø An ineligible player(s) cannot take part in any game(s).
Ø A team using an ineligible player(s) shall lose by a score of 7-0 for each game.
iv) A team/club or participant fails to abide by any ruling imposed by BCSSA; the following must apply;
Ø The club/team or individual participant will be denied access to further BCSSA activities until the complaint is rectified.
v) If a team commits any infraction with the intention to gain an advantage (e.g. use of non-registered, illegal players; forfeit a game in the purpose of gaining or make another team gain a better ranking); the following sanction will apply:
Ø The team cannot take part in the medal round.
Ø The team shall lose by a score of 7-0 for each game in which they have intentionally tried to gain an unfair advantage

Tournament Schedule (Day 1 - 3)
1. The tournament will vary depending on the number of teams that are entered in the tournament.
1.1 Eight regions entering teams:
Two divisions of four teams will play a single round robin; the divisions will be determined by the BCSSA Water Polo Director.
Points will be awarded as in Section 2.
Following the round robin a cross over will take place:
1. 1st Place “A” vs. 2nd Place “B”
2. 1st Place “B” vs. 2nd Place “A”
3. 3rd Place “A” vs. 3rd Place “B” (for 5th and 6th Place)
4. 4th Place “A” vs. 4th Place “B” (for 7th and 8th Place)
5. Loser Game 1 vs. Loser Game 2 (for 3rd and 4th Place)
6. Winner Game 1 vs. Winner Game 2 (for 1st and 2nd Place)
1.2 Seven regions entering teams:
The schedule in (i) will be used with the exception that one division will only have three teams. Each division will still play a round robin.
Points will be awarded as in Section 2.
Following the round robin the final round will take place as follows:
1. 1st Place “A” vs. 2nd Place “B”
2. 3rd Place “A” vs. 4th Place “B”
3. 1st Place “B” vs. 2nd Place “A”
4. 3rd Place “A” vs. 3rd Place “B”
5. Loser Game 1 vs. Loser Game 3 (for 3rd and 4th Place)
6. 3rd Place “B” vs. 4th Place “A”
7. Winner Game 1 vs. Winner Game 3 (for 1st and 2nd Place)
Note: Games 2, 4 and 6 comprise a three team final round, round robin to determine 5th, 6th and 7th place.
1.3 Six or less regions entering teams:
The preliminary round robin will consist of 2 pools of 3 teams.
Following the round robin the following games will take place;
1. 2nd place “A” vs. 3rd place “B”
2. 2nd place “B” vs. 3rd place “A”
3. 1st place “B” vs. winner game 1
4. 1st place “A” vs. winner game 2
5. loser game 1 vs. loser game 2 (for 5th and 6th place)
6. loser game 3 vs. loser game 4 (for 3rd and 4th place)
7. winner game 3 vs. winner game 4 (for 1st and 2nd place)
1.4 Five or less regions entering teams:
The preliminary round will consist of a straight round robin with each team playing all other teams once.
Points will be awarded as in Section 2.
Following the round robin the following games will take place:
a) Five or Four Teams
1. 2nd Place vs. 3rd Place
2. 1st Place vs. 4th Place
3. Loser 1 vs. Loser 2 (for 3rd and 4th Place)
4. Winner 1 vs. Winner 2 (for 1st and 2nd Place)
b) Three Teams
If three teams are entered a straight double round robin will take place.
Points will be given as in Section 2.
Note: These formats will apply to all categories.
2. Tournament Scoring
2.1 Teams will be awarded: 2 points for a win
1 point for a tie
0 point for a loss
2.2 Points will be awarded to the teams in the final standings as follows:
1st Place 36 Points
2nd Place 28 Points
3rd Place 24 Points
4th Place 20 Points
5th Place 16 Points
6th Place 12 Points
7th Place 8 Points
8th Place 4 Points
3. Tie Breaking Procedures
a. At the End of Round Robin Play:
i. Points
ii. Game results between the two tied teams
iii. Lowest goals against
iv. Goal differential
v. Coin toss
b. Championship Round:
Should the score be tied at full time in any game for which a definitive result if required, sudden death overtime will commence three minutes after the completion of regulation time. The teams will play a maximum of two, five-minute running time periods. Assignment of defending ends will be decided by a coin toss. The team that scores the first goal will be declared the winner.
If, at the end of two overtime periods the score is still tied, the winner will be decided by a shootout. Five players from each team will alternately shoot on the opposing goalie in goal. The same goal in deep water will be used by both teams. The shot by each player will be taken in the same manner as a penalty throw. If after five players from each team have completed their shots and the score is still tied, then the shooting will continue with the same five players, in the same order, until there is a score differential and each team has had an equal number of shots.
